Background

The 2021 Gaming Compact between the Seminole Tribe and the State of Florida was signed by Governor Ron DeSantis in April 2021 and ratified by the Florida Legislature the following month. It replaced an earlier 2010 compact and dramatically expanded the tribe's gaming rights to include online sports betting statewide.

The compact uses a "hub-and-spoke" model: the bet is technically placed on tribal land where the servers are located, even when the user is physically located off-reservation. This legal theory was central to the case and was ultimately upheld by the federal courts.

In November 2021, Hard Rock Sportsbook briefly went live before a federal judge ruled the compact unlawful and ordered it shut down. The tribe and state appealed. In October 2023, the D.C. Circuit Court of Appeals reversed that ruling, finding the compact valid. The U.S. Supreme Court declined to hear further challenges in June 2024, making the compact final and binding through 2051.
